Safety Expert Review of design documentation and equipment of potentially hazardous production facilities

1. Expert review for compliance with the requirements of Russian standards and safety rules is performed in virtue of:
   • Federal Law «On industrial safety at hazardous production facilities» №116- ФЗ of 21.07.97;
   • Decree of the Government of Russian Federation «On application of technical devices at hazardous production facilities» №1540 of 25.12.98;
   • License by Gosgortechnadzor of Russia № ДЭ – 00 – 005576 ( ДКНСХ ) of 21.06.2005, issued to NTP «Truboprovod» for the right of conducting expert review of safety at chemical and other explosion- and fire-hazardous and harmful production processes and facilities, main and field oil, gas and product pipelines, gas supply and boiler facilities.

   Expert review covers facilities subject to Rostekhnadzor:

   • chemical, petrochemical and oil- and gas-processing production facilities;
   • equipment for main and field oil- gas- and product-pipelines; steam and hot water pipelines;
   • complete process equipment supplies;
   • specific types of equipment.

   Expert review is finalized by submitting documents for approval to Rostekhnadzor and obtaining a permit for use of equipment.

2. The quality policy in the field of carrying out of expert works by NTP «TRUBOPROVOD» includes the following principles:

• performance of industrial safety expert review according to Rostekhnadzor «Rules of carrying out of expert review of industrial safety»;
• interaction with Applicants and Participants of the system of industrial safety;
• observance of requirements of Quality Management System towards Expert Review;
• expert review of conformity of facilities with requirements of the Federal Law «On industrial safety of hazardous industrial facilities» dated 21.07.97 № 116- ФЗ, norms, rules, standards and guide manuals of the Russian federal bodies authorized in the field of industrial safety;
• assurance of industrial safety allows to completely exclude financial and time losses of applicants connected with nonconformity of the design documentation and equipment with valid Russian norms and rules of industrial safety;
• responsibilities and duties of personnel connected with assurance of quality of expert works are precisely determined and documented.

3. Quality of expert works is provided due to the following resources:
   • qualified personnel of certified experts;
   • specialists of NTP «Truboprovod» are familiar with norms, rules and standards of the USA, Germany, Italy, Japan, France, UK. They are able to carry out competent expert review of foreign normative documents on design, strength analysis, material execution, manufacturing, control and tests of imported equipment and installations for conformity with valid Russian norms and rules of industrial safety.

• the Company organizational structure provides carrying out of expert review of industrial safety on a high technological level, precise distribution of functions, powers and the responsibility of the personnel, work quality control;

In the event of nonconformity of design solutions and equipment with Russian norms of industrial safety NTP «TRUBOPROVOD» provides development of complex of corrective actions to assure safety of deviations and organizes review of these deviations and actions in Rostekhnadzor with the following decision on admission of deviations for specific operating conditions.

4. In the field of expert review of industrial safety NTP «TRUBOPRVOD» closely cooperates with:
   • Rostekhnadzor;
   • Local Rostekhnadzor authorities;
   • Centers of certification and test laboratories of GOST R certification and Gospozhnadzor (Fire Supervision) of Russia;
   • Rostekhregulirovanie Centers for testing on measuring devices.

Cooperation with Russian federal authorities and the certified centers allows NTP «TRUBOPROVOD» to provide to its Clients a full complex of the expert services connected with obtaining of all necessary permits and certificates, stipulated by valid Russian legislation.
